On December 30th, the Public Service Commission of South Carolina held a public utility regulatory finance concepts seminar that covered the basic definitions and impacts of financial terms that relate to the PSC’s work. As presented by the National Regulatory Research Institute’s Dr. Carl Pechman, the material included an introduction to the cost of equity, the regulatory compact, and how utilities structure themselves.
